Our Data-Driven Public Affairs Methodology

How We Run the Outside Game.

The Inside Game

You hire a lobbyist to work the room and hope the relationship is enough.  Opponents work the public, making a “yes” vote too politically costly for decision-makers.

The Outside Game

Ozean uses data-driven public pressure to change the political calculus for decision-makers before your lobbyist even walks in the door.

We Are Air Cover For Your Lobbying Team

When a lone inside game fails, it is almost never because your lobbyist lacked skill.  It is because they were left outgunned by opponents who generated constituent pressure.

Ozean runs the outside game so your inside game can win.  We don’t replace your lobbying team; we complement them by arming them.  We use data-driven public pressure to shape the battlefield before your lobbyist walks in the door, giving them the ultimate firepower needed to close the deal once they are in the room.

Here is how we do it:

01. Orient

The Goal: Map the battlefield before making a move.

The Action: We interview your team, audit existing assets, map decision-makers, and identify what constituent pressure they respond to.

The Output: A clear situational picture and an honest accounting of our knowledge gaps.

03. Implement

The Goal: Make a favorable decision the path of least resistance.

The Action: We activate legible stakeholders, deploy targeted media to shape the environment, and run earned media to expand the conflict in your favor.

The Output: Targeted, data-driven pressure with regular reporting against established KPIs. Nothing drifts.

02. Decide

The Goal: Answer “What do we do about it?”

The Action: We test message hypotheses and validate audience targeting. We do not build strategy on assumptions we can check.

The Output: A comprehensive decision document—not a deck—detailing budget, calendar, coalitions, and measurable goals. You know exactly what winning costs.

04. Monitor & Adjust

The Goal: Keep the plan aligned with a moving political environment.

The Action: We continuously monitor data signals. If a tactic underperforms, we cut it. If a new opportunity opens, we strike. When the political environment shifts, we pivot.

The Output: You are never flying blind. Every adjustment is documented and approved before it runs.

One thing to understand about timing

The hearing date is not the start of the outside game. It is close to the end.

Building a coalition, testing messages, launching media, and generating credible constituent pressure takes weeks or months. Organizations that call us after the battle is joined have already conceded the outside game to their opponents.

The right time to start is before anyone is paying attention.

Why We Refuse to Skip Research

Many organizations view research as an unnecessary expense.

In a contested environment, proper research is your ultimate cost-saver.  Skipping research means running a strategy on a guess or worse: rerunning the last play.

Proper research ensures every dollar spent on deployment is aimed at the exact pressure points and audiences decision-makers care about.  We do not guess with your budget.

Data Driven Methodology in Action

$1M+ saved. Campaign recommendation reversed.

The Scenario

A Southeast trade association and its coalition partners had built the infrastructure for a major ballot initiative. The issue was critical, the funding was secured, and the coalition was ready to commit over $1 million to the effort. Before deploying capital, they engaged Ozean Media to run the issue through our structured methodology.

Applying the Methodology (Opinion Research & Message Testing)

Rather than relying on the coalition’s internal enthusiasm, we initiated rigorous baseline research.  Our structured analysis immediately identified two fatal structural vulnerabilities:

  • The Familiarity Deficit: The public lacked sufficient familiarity with the complex issue.  In ballot and issue advocacy campaigns, confused or unfamiliar voters default to the status quo.  Standard factual messaging does not override this baseline skepticism.
  • The Persuasion Backfire: Through message testing, we discovered that the campaign’s core arguments actively alienated the exact bloc of persuadable stakeholders required to build a winning coalition.

The Data-Driven Recommendation

Our scenario analysis made it clear: the path to victory for that specific cycle was statistically improbable.  While traditional PR firms might have taken the budget and launched a losing campaign, our methodology dictated a different approach.  We advised the client to stand down and preserve their resources for a cycle where environmental conditions would support a win.

The Outcome & Long-Term Public Affairs Strategy

The client trusted the data and pulled back, saving over $1 million (a call validated by the subsequent election cycle results).
However, the methodology didn’t just stop a loss; it built the roadmap for future victory.  The initial research became the foundation for a highly targeted, multi-year public affairs campaign.  By systematically educating stakeholders, building familiarity, and moving public opinion over time, Ozean helped transition the issue from “not ready” to a definitive “win.”
